The opening moments belonged to Rangers as they produced a succession of corners only to be denied by a selection of quality goalkeeping and calm defending.
Parkgate soon sprang to life with Adam Fretwell and Gavin Allott looking dangerous down th
e right before the former blasted a 25 yard free kick straight at the keeper.
As the half hour mark passed The Steelmen looked the most dangerous with Fretwell drawing a fine save from Ben Simpson from 35 yards while Steve Ward chested down a corner and netted only to be thwarted by the assistant's flag.
But the break would come for Winterton as Andy Holt broke free on the stroke of half time, rounded Ratcliffe and scored from the narrowest of angles.
An explosive start to the second period saw Rangers have the ball in the net a second time only to be ruled offside before doubling their lead for real soon after.
A deep corner from the back post found Holt who turned the ball home to put Rangers firmly in the driving seat.
Parkgate shook off the setback and Ryan Johnson almost reduced the deficit but his header went just over the bar before they were handed a lifeline.
Ward was felled inside the box and Allott stepped up to smash into the bottom right corner giving Simpson no chance.
The signs of Parkgate disappointment were evident just past the hour mark as Ward should really have found the equaliser but chose the more difficult option and headed over the bar.
A fantastic piece of individual skill saw Allott progress through the middle and unleash an effort but the ball rattled the post and fell straight into the keeper's hands.
Although both teams played good football at times it was the referee who took centre stage as he dismissed Fretwell on 72 minutes.
Richard Patterson almost drew Parkgate level with seconds to spare but he skied over the bar from just four yards, moments before Winterton sealed the match from the spot with Danny Clarke's penalty spinning over Ratcliffe.
