They never catch the REAL culprits

RE: FINES for litter louts. Take for example the Mansion Park in Bolton on Dearne. This place is constantly littered with used beer cans, broken bottles and rubbish on the weekend.
It is not only an eyesore but very dangerous for children who play in the park. I took photos of this on numerous occasions and emailed the council.

They quickly cleared the area, but the yobs are still there every weekend. They ought to fine them constantly to deter them, but do they do that. NO. The council are, however, quick to fine anyone £75 for dropping a used cigarette or anything else trivial.

I would like the council to respond to this particular matter and tell us why there seems to be one law for us decent people and NONE for the yobs. Are the wardens scared of approaching them? Well, that's another debate.
